During the National Two Sessions, the focus was put forward on the basic outline of digital construction in China’s 14th Five-Year Plan. At the latest press conference, the Ministry of Industry and Information Technology once again emphasized the importance of the strategic emerging industries development such as big data, artificial intelligence and blockchain.
Yang Yuyan, Head of the Ministry of Industry and Information Technology, responded that the 14th Five-Year Plan sets clear goals and requirements in speeding up digital development and building a digital China, the Party Central Committee and the State Council are also highly valued on the digital construction in China. In recent years, under the strong leadership of the Party Central Committee and the State Council, industry and informatization have vigorously promoted the development of the digital economy. During the 13th Five-Year Plan period, the growth rate of China’s digital economy exceeded 16.6%, providing strong support for the digital construction.
Firstly, the continuous improvement of the industrial foundation that we have built the world’s largest optical fiber network and 4G network. The number of 5G terminal connections currently exceeds 200 million. The software and information service industry, electronic information manufacturing industry, and communication service industry are developing rapidly. Last year, the software business revenue reached 8.16 trillion yuan, a year-on-year increase of 13.3%.
Second, the pace of digital transformation continues to accelerate. In terms of manufacturing, we have vigorously promoted the construction of the industrial Internet. Currently, there are more than 80 industrial internet platforms with certain influence in the country, and the number of various types of industrial APPs exceeds 350,000, which strongly supports the improvement of industry quality, cost reduction and efficiency. In terms of information consumption, we actively cultivate and promote new data-driven models and new business formats. Especially during the epidemic prevention and control period, online education, remote office, and online shopping have played a very important role.
Thirdly, is the continuous optimization of development environment. We have promoted the publication of a series of documents such as “Several Policies for Promoting the High-Quality Development of the Integrated Circuit Industry and the Software Industry in the New Era”; formulated a number of national standards such as the data management capability maturity evaluation model; guided local governments to promote the national big data comprehensive pilot zone, The construction of a famous software city will accelerate the agglomeration and development of the digital industry.
In the next step, the Ministry of Industry and Information Technology will take Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era as the guidance, follow the development trend of digitalization, networking, and intelligence, accelerate the construction of digital China, and focus on three aspects.
The first aspect is to promote digital industry to become bigger and stronger. Focusing on the seven key digital economy industries and ten digital application scenarios listed in the 14th Five-Year Plan outline, focus on the development of strategic emerging industries such as big data, artificial intelligence, and blockchain, using applications as the driving force to focus on cultivating an open source ecosystem and create an internationally competitive digital industry cluster.
The second aspect is to promote the deepening of digital transformation. Deepen the integration of a new generation of information technology and manufacturing, and use digitalization to drive changes in production methods. Expand and upgrade information consumption, speed up the construction of information barriers, and drive lifestyle changes with digitization, so that the digital dividend will be more affordable and the people’s production and life.
The third aspect is to gradually improve the digital ecosystem. Continue to improve the data management capabilities of enterprises and institutions, and consolidate the data foundation; cultivate big data trading platforms, explore various forms of data trading models, promote data circulation, earnestly collect data, manage data, use data, and activate the value of data elements.
